Maddy Hazlett Rivers
Tournament Director
Introduced to the sport at a young age, her passion has taken her around the globe, exploring different fishing destinations and cultures. After her first taste of tournament fishing, Maddy knew that her life’s calling would be deeply connected to boating and fishing.

Communications Director
Captain Marty Brill, now serving as our communications Director, remains a cornerstone of the Pirate's Cove Billfish Tournament. With 19 years of involvement with the PCBT, including his experience as a former Oregon Inlet captain and mate, his knowledge of the tournament and local fisheries is unparalleled.

Ryan McKenzie
Ryan has been a part of the Pirates Cove Billfish Tournament since 2015 as both a Sponsor and Participant. Through his role with Release Marine, Ryan has developed strong relationships with the Dare County Boat Builders, local Boat Owners, Captains and Mates. Although Savannah, GA is home, the Outer Banks and this incredible fishery out of Oregon Inlet has become a very special place for him to spend time each summer.

Joey Belton
A graduate of NC State, Joey has spent the last 20 years as a part of the Oregon Inlet/ Pirates Cove charter fleet. For the last 10 years he has been on the helm of the charter boat Haphazard.

Rebecca Spencer
Residing in Manteo, North Carolina since 1998, Rebecca has cultivated a deep appreciation for the local boating community. Alongside her husband, Daniel Spencer, she frequently travels to various marinas to participate in Offshore Fishing Tournaments, attend Boat Shows, and represent their family business, Spencer Yachts. When not engaged in boating activities, Rebecca actively volunteers within the community and dedicates time to supporting her children's school and sporting events. Family holds significant importance to her, and she considers the boating community an extension of her own family.

Treasurer
Eric Dallin
Eric’s involvement with Pirates Cove dates back to 2005. Personally, he is an avid boater and angler. Professionally he is a media executive and the VP of Innovation & Marketing Strategy for the marine industry’s largest multimedia company. His career path and many of his closest friendships are directly tied to his early involvement with the tournament. Eric is honored to have served on the board since 2021.

Robert Warren
A Dare County fishing presence since 1977, Rob has been a fixture in the Pirate's Cove Billfish Tournament (PCBT) since its inception, earning Top Angler honors in 2001. With wins in both the Big Rock Blue Marlin Tournament and the Hatteras Marlin Club tournaments.

Fin Gaddy
Fin fished his first Pirates Cove tournament in 1984 aboard his father's boat. Beginning his fishing career as a mate in 1989, he transitioned to captain after five years and has been based at Oregon Inlet Fishing Center for 20 years. He has served on the board of The Billfish Foundation since 2012 and the PCBT since 2014.

Curtis Colgate
Lifelong outdoorsman Curtis Dixon Colgate, a 2001 Hampden-Sydney graduate and owner of Colgate Enterprises, LLC, loves hunting, fishing, and the Outer Banks. A part-time Pirate's Cove resident, he's served on the Tournament's Board since 2014 (including a term as chairman) and chaired the Commonwealth of Virginia's Board of Game and Inland Fisheries (now Wildlife Resources). He's also a former charter boat owner.

Drew McDowell
With a long history of involvement, Drew has served on the Pirate's Cove Billfish Tournament board since 2015 and has participated in the tournament since 1992. He has also been at the helm of Palm Beach Towers as General Manager since 2002.

Jay Wheless
Managing partner at Wheless & Wheless, PLLC (Manteo, NC), admitted to the bar in 1989. He earned his B.A from UNC in 1886 and his J.D. from Campbell University in 1989. His practice concentrates on transactional real estate and DWI defense, and he has been actively involved in Pirate's Cove real estate matters since its early development. He has been married for 35 years and has two adult children and one granddaughter.
